MIIT Launches Carbon Footprint Reporting for Automotive Power Batteries

#Battery Industry Regulation and Competition

[Policy Update] The Ministry of Industry and Information Technology (MIIT) has officially launched the carbon footprint reporting initiative for automotive power batteries, with full implementation starting in 2027.

⚡ Key Development: System Establishment and Pilot Reporting to Be Completed by End of 2026

On December 31, 2025, MIIT issued a notice requiring all power battery products sold within China with a rated energy exceeding 2 kWh to be included in the carbon footprint reporting scope. The period through the end of 2026 will serve as a trial phase, during which enterprises must submit reports for at least five representative product models. Starting January 1, 2027, reporting will become mandatory for all product models.

📊 Key Metrics: Full Lifecycle Carbon Emissions Calculated Across Four Stages

Carbon footprint accounting covers four stages: raw material acquisition, battery manufacturing, distribution and transportation, and recycling. The metric is calculated by dividing total carbon emissions by the total energy delivered over the battery’s full lifecycle. By the end of 2026, China aims to establish a complete framework including accounting rules, standards, a background database, and a certification mechanism, while promoting international mutual recognition.

🔍 Strategic Foundation: Supporting Green Transition and Global Alignment

This initiative aims to implement China’s "dual carbon" strategy (carbon peak and carbon neutrality), build a carbon footprint management system tailored to national conditions, and strengthen the Chinese power battery industry's influence in the global green supply chain.
